how to prevent external hdd to turn on by booting up the system

Hi
i have two WD external HDD connecting to my desktop computers
in one pc when i turn on the system HDD will stay off and when ever i need i turn it on manually. however in the other pc HDD turn on as soon as i press the power button.
how do i prevent this from happening?
in both systems the MB is from asus
the one that stays off is H81-Plus
and the one that turn on is H97-Pro

Explanation may be as Simple as
External Hard Drive (3,1/2"Desk top Drive will require separate power Supply to power on )
External Hard Drive ( 2,1/2" laptop Drive fitted into enclosure powered by USB comes on with M/B Booting ) how to stop this UNPLUG IT FROM USB

they are both 3,1/2 (My Book Essential) with power button behind them, one stay off and one don't. unplugging is just erasing the question

Now having stated the above if that does NOT work you will HAVE to use the POWER BUTTON on the My Book Essential. Good luck and welcome to TPU!

PS This is on page 92 of your users manual. Under the Title: 3.6.8 APM Configuration.
