Hp 2080ti turbo fan speed

Hello i have an hp 2080ti turbo fan edition that i purchased and the fan says its at 100% at 2200 rpm i know that can not be right because i also have a dell that has a fan speed of 5000 rpm the card gets insanely hot due to the fan being unable to reach max speed i have tried a different hp vbios on here but the fan is still maxing out at 2200 rpm. I have it set at 100% on msi afterburner and gpuz says 100% aswell at 2200 rpm how can i get it back to 4000+

Have you considered that perhaps you are wrong and that is it's correct max speed?
Compare apples with apples, not oranges.

Temp sensor on card is probably broken, as to why it stays at 100%.

Probably advised to do a ghetto mod to it or sell it and get a known good card
