i have beeping issues in my graphics card (1 long beep and 3 short beep)

Does that mean it could be a problem with the power, while there is no problem with the other cards? Or when the image comes, the card works perfectly?

You are having a intermittent issue which requires a "jump start"
 
Can you explain more, I did not understand
Well during post, it is sensing a issue, most likely good power is not there, so system restarts then good power is there, basically a jump start.
 
What I meant by warming it up, in the case of my video card incident of 2004, I had to pull it out and then have it between my hands to raise the temp to possibly 75F+, LOL.
 
That's telling. If your card is drawing more power at init check than can be provided, this happens.
Get a better power supply.

In my case, it was a video card with a defect and the PSU was OK. Processor was an Athlon XP 2400+. (Thoroughbred) Heck, it was still stable with some OC'ing!

OTOH, back in 2001 and 2002, the PSU I had with my T-bird, sucked!

Last year I tried loading a 7900XT Hellhound into this system and the same behaviors started except NO hardware detection.
Lights on, beeps 1L3S at post with VGA lamp stuck on, no picture, no fan spin. Card presumed dead, every helpdesk stuck on stupid.
It's an unfamiliar behavior and I've only gotten it before with my RX580 when the power connector was unplugged.

Antique power supplies run ALL my equipment. The rack runs a custom loaded Cooler Master 460W and this box an Antec EA-750.
These are all sub-25A power boxes and they won't run newer cards. It took months to figure out because this information is hidden.
1L3S isn't the failure code. So I don't know what to do with that information and they seem related but I can't connect those dots.

When I put the bequiet! pure power 12 M to use, it will be specifically to deal with this problem.
Making the jump to a high watt PSU is not the answer. You have to pay attention to power draw.
 
reset your gpu and make sure power connections to gpu is tight

Back in 2004, none of my cards even had an external power connector. That's how low the Amperes they consumed. Nothing even close to today's cards!

i had to put mobo on phonebook and insert gpu place both my palms on gpu edge and press very very firmly to get my 6950 xt seated properly

I must have been lucky, the agp days i had that issue but pcie, nope

Im not, i just pull it up on each edge

One reason I put the slightest layer of silicone oil on the contacts and the reason RAM these days has tapered edges.

Correct. You've been told this multiple times, that you need a higher quality, higher wattage PSU in order to feed that new GPU of yours. You do that, and chances are good that your issues will be solved.

It's not just the wattage but the actual power delivery.
There's a lot of high $$$ high W low A garbage out there.
Shopping proved the market is way more predatory than I remember.
You have to pay attention to those specs or risk getting something worse.
 
ASUS and Corsair recommend a minimum of 650w PSU for a 6700XT. That's likely based on a PSU of adequate quality as well, which yours may not be.

What's that going to do? You don't need the VBIOS. All you're going to be adding is unnecessary complications to your existing problem (and work for poor @eidairaman1 when you complain about the inevitable "bad bios flash" LOL)
