I just bought a rog strix 4090 oc and the power limit is only 100% on gpu tweak programs

Hello guys so i just build a new pc with i9-13900k and msi z790 mpg carbon wifi and msi ai1300 psu thats come with atx 3.0 and 600 watt cable thats go direct from psu to gpu One cable
so the problem is my strix 4090 oc is thats power limit for it on msi afterburner is only 100% max its should be 133% max and my friend have same card which is going to 133% max

iam on Performance mode so i must get the 600w (133%) so the things i tried is :

-install new windows

-install different gpu driver
-Check the cable of the gpu on both sides the power supply and gpu

so i want to know if its bios problem or i should RMA the card ? and if anyone can let me know if this power supply and the cable thats came with it supports the 600w
i actually dont know what to do?

and please if someone have same card can u try to see what is te powerlimit ?
 
Please 2x check that you have it set to performance mode, not quiet mode (that will prevent it from hitting 120%).

If it's still not going to 120% after it's set/confirmed to that, try the 8-pin adapter as well.
If nothing after all of the above, I'd just exchange it since you're in the return period.

That card will also never hit 133% without a flashed BIOS (not recommended), so if that's ultimately your goal I'd say just skip ahead to an exchange.
 
If you watch de8buer video for the 4090, he shows 600 is not necessary for air cooling. You'll peak at 500 without a waterblock.

i made sure its on p-mode and the q-mode btw must be able to hit 600 watt too
the difference between both of them is that Q-mode default power : 450w and max :600w and quiter fan curve
while the p-mode should be :500w and max 600w and about 8 pin adapter i will try this but when i have expert with me as iam scared to connect something wrong into power supply iam not expert on building pc i just built this one by following videos

i know its not necessary but for long run i wanna make sure its ok card as its acting weird right now and if its not able to get 600watt i would just go for more cheaper card
but right now even if i try to add +30 core clock the games will crash even any benchmark program and +30 should be nothing for this card as its best know for ez oc i think most of strix users hits core clock 3000mhz easy without problem my card cant even hit 2780 mhz it crashes
as i had asus tuf 4090 before this card i was able to 3000mhz with it pretty easy thats why iam wondering if the card or connections is not good
