Error 43 usually appear when your card does not install AMD drivers.
You can see it in windows with a yellow mark on it.
Tell us more about the history of this card.
And in order to help you we need more info :
- labels from the card
- gpu-z - main screen
- gpu-z - advanced tab > from drop down menu you choose memory timings
