Install dedicated mouse driver or go into control panel and mouse properties,adjust motion and double click, same in games. There is a polling rate that may be adjusted too.
I have the glorious model D and as far as I can tell, there is no driver for that. I have already downloaded the software and made sure that the polling rate is set to 1000hz. As for motion, it is set at 6/11, and the double click is also set at 6/11.

It very much might, although not always a concern. Windows tries to install fitting drivers as it can, but over the years this has worked rather 50-50 in my experiences. Sometimes it does just fine, other times it picked 5+ year old drivers, and sometimes it just gets stuck with no drivers, or rather the "windows basic display adapter".
Always best to get the drivers directly from the manufacturers website.
I found out windows automatically downloads the drivers for you. I manually updated it to driver version: 30.0.14.7111.

I agree - and most likely a driver since Safe Mode uses Windows native basic drivers.
What input is lagging? Keyboard? Mouse? Both?
Is Windows current? Are your drivers current?
And you say "in and out of games". What does that mean? Does it mean, all the time? Or just with certain programs - some of which are games?

use HwInfo64 and log everything and try to make it stutter repeatedly, even if it takes playing a game, and try a couple games to see if its worse from one game to the next.
If you use antivirus other than windows defender, disable or uninstall it.
after you get a good log with stutter, post it here. Also, post your startup programs.
The only thing I have enabled in task manager is vanguard tray notification which I believe is needed to run my game properly. Vanguard is the anticheat.
