Input lag fixed when in safe mode?

Hello! I have been dealing with fluctuating input lag in and out of games for the past few months, and I recently realized that when I put my pc into safe mode, the issue seems to resolve itself. Is there anyway I can run my game through safe mode or even pinpoint what the issue is with this information?
 
If you work on the assumption that safe mode fixes the problem, then you can be sure it is related to some software that you have installed, be in a program, a driver, a service in general.
So all thats left then is figure out which one it is, and its hard for anyone else to know what you have installed on your computer.
Look at the list of startup programs in the task manager and services that exist in msconfig, that should give you something to work with initially.

To make it quicker, see if the issue exists during a clean boot or not. If its still fine with a clean boot, then its something you installed. If its weird with a clean boot, at least the list potential issues is a lot shorter.
 
use HwInfo64 and log everything and try to make it stutter repeatedly, even if it takes playing a game, and try a couple games to see if its worse from one game to the next.

If you use antivirus other than windows defender, disable or uninstall it.

after you get a good log with stutter, post it here. Also, post your startup programs.

I agree - and most likely a driver since Safe Mode uses Windows native basic drivers.

What input is lagging? Keyboard? Mouse? Both?

Is Windows current? Are your drivers current?

And you say "in and out of games". What does that mean? Does it mean, all the time? Or just with certain programs - some of which are games?

The lag is most noticeable on my mouse. It feels heavy and sluggish and it is most notable in game because it fluctuates. Sometimes it is very sluggish, and I have experienced it very fast before. Usually, it starts off fast and as time goes on it gets more sluggish. My windows version is Version 10.0.19043 Build 19043. By In and out of games I mean it happens in game, and I have noticed that when I am moving my mouse on my desktop it has felt slower. I once updated my motherboard drivers and everything felt fast both on desktop and in game until I restarted my pc. I shut it down and when I came back the issue was there again. Today I uninstalled my gpu driver and after about a minute or so the driver was reinstalled automatically and I believe it was a different version. Could this be the issue?

It very much might, although not always a concern. Windows tries to install fitting drivers as it can, but over the years this has worked rather 50-50 in my experiences. Sometimes it does just fine, other times it picked 5+ year old drivers, and sometimes it just gets stuck with no drivers, or rather the "windows basic display adapter".
Always best to get the drivers directly from the manufacturers website.

Install dedicated mouse driver or go into control panel and mouse properties,adjust motion and double click, same in games. There is a polling rate that may be adjusted too.

I have the glorious model D and as far as I can tell, there is no driver for that. I have already downloaded the software and made sure that the polling rate is set to 1000hz. As for motion, it is set at 6/11, and the double click is also set at 6/11.

I found out windows automatically downloads the drivers for you. I manually updated it to driver version: 30.0.14.7111.

I have tried disabling all unneeded services but it did not resolve the issue.

The only thing I have enabled in task manager is vanguard tray notification which I believe is needed to run my game properly. Vanguard is the anticheat.

Swapping with the same brand and model is not a real test.
