I doubt the average person is going to want to run these chips at 300w+

I think the better question is do these undervolt better with similar to stock performance on average.

I don't think anything can be concluded based upon a single sample. However, as the process has matured, the 14th gen should have better V/F characteristics than the early 13th gen. If you buy a 13th gen part made at the same time, then there shouldn't be any difference with enough samples.

so what's interesting is in the ITX case - running the 13700K at stock clocks with the motherboard overvolting features turned off it doesn't break 205W in cinebench, and stays below 88C @ 1.28v on an air cooler - runs games and apps at an average of 88-110w...

enabling "enhanced turbo" which gives all core of 5.4 instead of the 5.3, all core instantly pushes the temp to 99C, takes 1.33 v to be stable, and the power to 240W, and now hits 120-180W (188W in outward) for an awesome performance improvement of what 100Mhz, when you're at 5300mhz, already brings.

These chips are pushed so far beyond their peak clock efficiency it's comical.

Exactly. Overclocking CPUs is practically dead for consumers since there's no headroom (or sense) anymore.
