Video Card(s) ASUS STRIX RX 480 8gb

Case Generic ASUS mini tower
Power Supply Antec HCG-520w
Mouse Logitech G403/G400s
Keyboard Coolermaster Quickfire TK Cherry MX red
So I put my old GTX 650TI back into my PC while I wait for a new RX 480 to arrive and something weird happens after the bios splash screen. After the BIOS screen passes and the little spinning dots appear to indicate that I'm about to go to the log in screen, weird artifacts show up. First I noticed random lines of dark red dots going down, then when I reseat it, newer artifacts come up around the top of the screen instead. Is this card dead or is this something I can fix?

EDIT: The card works fine in windows and I played the For Honor Beta just fine on low settings.

Is the fan on the card spinning? You could maybe try re pasting it if the fan is spinning.

Is there anything else I can do? Any troubleshooting steps I can take?

EDIT: tried putting in an old GT 210 in my comp. It's a bit dead but when I put the gtx 650 ti card back in, the problem got a little better. Back to random vertical red dots.

EDIT 2: Yeah it's definitely the card. Pulled out my GT 640 and it was clear on the bios screen.
