Is there a way to increase RAM without actually buying more ram sticks?

Try and play Diablo 4 at 4K with 16 GB RAM.

Spoiler: It's going to crash. Frequently.
Games wont crash unless they run out of VIRTUAL memory, which includes page file.

Was this in regards to the OP having issues with 16 GB RAM? Or aimed at my comment about Diablo 4?

If me, I have 64 GB RAM, and all my games are installed on a 980 Pro, I think technically I have pagefile enabled because I didn't manually turn it off, but I also can't imagine it's ever been used, since there's no way I've ever used all 64 GB of my RAM, but I do hit around 30 GB usage when playing Diablo 4, and the game's discord is filled with complaints about people with 16 GB having it crash a lot if they play at high resolutions/settings due to its obscene resource usage.
Its always used, even if you dont run out of ram.

Wanna know how, cut back services

Uhh, why would it always be used? Its purpose is to function as RAM when you run out of RAM, you especially don't want it always being used on SSD's, which are what most people use nowadays.

It is always used to make sure you don't see a sudden rush of reads/writes paired with a system slowdown when your RAM gets full.

"When your RAM gets full"

If I have 64 GB RAM, my RAM never gets full. So I don't see why the OS would be deteriorating the SSD with reads/writes to the page file.

Because the OS is expecting your RAM to get full at some point, even if it never does. If you don't like it, turn the page file off. ;)

Close off things you don't need running when you game. Your browser for example can free up 1+GB or more. which in many ways is free ram basically

I'm not explaining everything again.

That's how it works. You should never disable the page file, unless you like stuttering and crashing.

... or some games not even starting, as they do a page file check when you fire them up, and if they can't find one, will leave you stranded with an error message (Warhammer 40k: Dawn of War 2 comes to my mind).

I could buy more vram sticks, but the way my water loop is setup I'd have to empty my loop just to install ram sticks lol
Too many answers working to the constraints you gave. None of them are optimal.

I have used my AI trained software to find optimal answer:
The problem is you are too lazy. Buy more RAM. Install. Less than 10 minutes to empty and reinstall your loop if you put it together yourself first time round. If that is too difficult, buy a mac. lol
