Is there a way to tell web browsers to use integrated graphics and ignore your dedicated gpu?

In settings in all web browsers there is a feature called hardware acceleration, if I enable this (I assume it is using my dedicated gpu since that is where the cable to my monitor is connected), since I have OLED monitor sometimes Twitch streaming will flicker, if I turn hardware acceleration off, flickering goes away and twitch looks great, but with it off scrolling websites sometimes feels a bit janky.

So, is there a way to point web browsers to use only your integrated graphics (my 7800x3d has integrated graphics) and keep hardware acceleration on, but not utilize my dedicated gpu at all? I am just thinking maybe that will also stop the flickering, but keep websites running smooth at the same time, I dunno

Not sure if this will help but I use my motherboard ports for my secondary screens where my browsers live and it seems to work well.

This sounds more like it could be OLED freesync flicker, which is a known issue with many panels? Could be wrong but should be easy to test for...

Outside SLI/CF, and not counting IGPU video passthrough mode, is there even a theoretical possibility of dividing work (image generation) between two GPUs, which also implies separate frame buffers?
