Is this a good Layout for a Watercooling/TEC setup?

IMHO it's a complete waste of time. Been there and done that a few years ago.

You might have better luck just recirculating the water coming out of the TEC unit into a decent sized res... Then at least the water will be some what chilled... If you plumb it into the main loop the only thing you'll gain is a higher power bill at the end of the month.

Ah, sorry about that, only a few reservoirs have an after market pump top on them that increase the pump performance, like the Maelstrom. Most have no affect, or can even reduce performance if your pump already has a top but the res doesn't.
I believe this res does have an aftermarket pump top:
