laptop fan speed setting

how to set hp g6 2130se laptop fan speed to 99percent on full load at a defined temp like 75c is there anyway, i can set hp cool sense setting by modifiying any file or there are any softwares so tell me thanks in advance.
the designed fanspeed of hp is very bad fan only get speed on above 75c which is not the sufficent i want 99 percent fan speed to above 75c so make it cooler
