Lenovo Legion Y545 constant power/thermal throttling

Hey all,
I've read almost every ThrottleStop thread and watched every YouTube video I could find online trying to fix this stupid laptop's issues. I've already replaced my heatsink/repasted due to some issues with the stock paste being terrible and one of the fans breaking down.
I've undervolted both CPU cache and core by -0.100V and I certainly noticed a bump in MHz (3200 to 3500) when running a 12 thread 1024 MB TS Bench. My problem is that I ALWAYS have thermal and power throttling going red during any benchmark test (MSI Kombustor, TS Bench, any game at high settings).

I'm running an i7-9750H. When disabling BD PROCHOT, the speeds stop going down to 800 MHz during tests but I hover around 95-100 C. The only way I could stop that from happening was by lowering my boost clock at 6 cores to 35 (max is 45). Even then, after many tests, the temperature creeps back towards 96-97 and eventually reaches 100 just before the test finishes.

I set Speedshift EPP to 0 (lit green), having nothing else ticket on the left side except log file. Turbo boost long is 70W, short 107W, time limit 28s, PP0 current limit 130, ticked Disable and Luck Turbo Limit in FIVR, and increased IccMAX for CPU Core to the highest setting (255.75), and Speedshift in TPL is set to Min 1 Max 45 as the range next to it says. When testing, my package power reaches 60W usually.

I'll upload 2 log files, one with the cap at 35 and one without the cap. Without the cap, the cores go up to 3700 when testing then slowly descend to 3500 MHz as the temperatures go up but the package does reach 70W.

My setup is the Lenovo Legion Y545 81Q6 with the i7-9750H and a 1660Ti, 16GB of RAM, 512gb NVME SSD, Windows 10 64-bit 2004 update. I'm using TS 9.0 for these settings.
Is there anything else at all I can be doing to stop this stupid laptop from getting so hot without losing any performance (or not more than 5% performance I'm fine with a small hit).
