Lexar NM790 (4TB) made my PC go back to Windows XP days, since it caused my PC to be SO slow and laggy!

Also the washer seems to be missing, or is it placed in the wrong place?
 
AIO maybe borked heating up the CPU and slowing everything down….you do monitor temps when using it?
Possibly, but IMO an AIO making mild gurgling noises is just a few small air bubbles and the fact you can hear the pump moving fluid is usually a good sign that the AIO is at least working well enough that cooling isn't the problem.

All AIOs lose a little water over time as the tubing isn't 100.0000% non-permeable, so a little air bubble in an older AIO isn't uncommon. If the pitch of the pump jumps to a much higher pitch, gets louder, and the gurgling stops entirely, then you have a BIG air bubble that's causing an air-lock. This is super bad for the pump and yes, your AIO has stopped working so the CPU will be getting hot too.
 
Give us a bit more detail. What is being laggy and slow?

Why isn't your motherboard screwed in? four of the four holes you've taken a photo of don't have screws in them.

Alignment of the GPU and the motherboard is really really important to avoid weird PCIe lane issues, which you've obviously already had so far in this thread along with the broken PCIe latch not locking the GPU into its correct alignment in the slot and now I've spotted that your board isn't even anchored securely in place. Is your GPU the only thing holding your entire motherboard upright?! Also, while it's not necessary in a healthy system, the motherboard has grounding points that connect to the motherboard screws and they're not just for decoration. Get some screws in them so that your board's ground rails are properly grounded.

Start by fixing the really really simple stuff before moving onto more complex and harder-to-diagnose troubleshooting! :)

I will dismantle the entire system later on, rescrew all the missing screws and set it back up.

I don't understand what cables you lot are talking about.... Besides the fans, there is only 1 cable that's going from the AIO, and that one I have connected to the mobo. Inform me what cable(s) I have not connected, kindly. Because I don't know what I am missing out on, but I'd certainly like to know and learn. :)
 
Clean it good, I use a clean paint brush with long bristles to clear dust. Also high pressure to blow it off, even put the main board in the dish washer ( then dry it good)……

So, I fiiinally got my ALFIII in the house for this PC, and after fiddling back and forth, trying to get it to work, I finally got it done! These are my temps now with the new ALFIII, so yeah, the previous ALFII that caused all the slowness seems to be game over:
