I looked up the Xeon D-1513N on Intel's Ark page, and the rated TDP is only 35 watts. Being passively cooled wasn't necessarily wrong.

Don't even think that's the lowest, think there are some 20w Xeons now.

I checked today, you're right, they have two tiny fans in the back but our Xeon D-1513N's have literally near no cooling on the server. and none on the CPU direct
What unit model? HP DL20?
There are 4 fans total: 2 on front panel near the CPU, 1 in PSU and 1 inside the case on a metal separator (it cools the drives):

In rack units fans don't have to be put directly on CPU heatsink. Units are cramped and airflow is directed (modelled during unit design). There are often additional shrouds or fans placed in weird spots.

Rack panels are "valuable", so main fans are usually placed inside the unit.

DL360 is a typical high performance 1U rack. There's a battery of 7 fans inside (between drives and CPUs). They create an even airflow through the whole unit.
The only additional fans are in PSUs (1 in each).

Yup our DL360s are noisey fuckers. Gonna love bringing them home in a few months.

The HP rack we have with the two smalls fans have two on the front panel, none on the rear (didn't count PSU fan tbh).

Servers with AMD CPUs often cost more than ones with more expensive Intel CPUs.

Yes but the CPUs themselves are far apart in terms of cost.

Just keep in mind the fans are AFAIK $200 each...

Having a look from my suppliers the following spec is much cheaper than the intel counterpart

HPE ProLiant DL385 Gen10 AMD 16-Core EPYC 7301 £1704.00 + VAT
Closest spec Intel is
Hewlett Packard Enterprise ProLiant DL380 Gen10 4208 £1,958.47 + VAT

Yes, but who cares? You don't buy a CPU. You buy a server.

Post, obviously.
AMD has tiny market share, so the cost of designing and supporting EPYC servers is higher (per item).

Except the pricing I am looking at shows they're not.

Well, there's really no way for me to verify such a claim.

I went to buy.hpe.com and based on the very limited configuration available I got to an 8SFF DL385 and 12LFF DL380 - both with 1 CPU, 32 GB RAM, 2 PSU and no drives.
DL385 was slightly more expensive, so my observation is already different to yours. :)
Servers are vastly different (8SFF vs 12LFF), so there's really no way to compare them properly.
