Locked/greyed out core voltage and clock speed settings on HP Omen 16

I was able to adjust both voltage and clock speed settings just fine with Intel XTU before, but it disabled all the settings after updating my BIOS. Decided to downgrade my BIOS and try ThrottleStop to see if it will work but it's still locked.

Windows 11 VBS is disabled. Deleting the .ini file and rebooting didn't work.

PC: HP Omen 16 (2023)
CPU: Intel i9-13900HX
GPU: Nvidia GeForce RTX 4070 Laptop

EDIT: I thought I've downgraded my BIOS but it looks like HP made it so that the new BIOS update prevents me from downgrading to older versions, I'm guessing this is the main issue and I'll have to look for a workaround solution for this.

Locked is not good. IccMax locked to only 160 will likely cause EDP throttling. That will limit maximum performance.

A little dishonest for HP to force BIOS updates that lock out features and reduce performance. ThrottleStop and Intel XTU cannot do anything unless you find a way to disable the lock bit in the BIOS.
 
When a laptop manufacturer sets the IccMax value to 160 A, do you think they know what they are doing or are they joking?
The manufacturer knows best what the energy balance of his motherboards is and includes the appropriate power supply to the equipment.
