Low Fps in All Games... Clock Speeds very low, not firing up.

Doesn't Nvidia default to 30fps limit in the control panel? (sorry if already mentioned)

It's "Prefer Maximum Performance" in the Nvidia Control panel

Not heard of a 30fps cap as a default setting.

And the setting I mentioned isn't the same one you referred to:

It may not be an actual 30FPS cap, but I know this setting I posted caused my sons card (1060Ti) On his MSI board not to clock up to speed.
 
One thing is clear, this 1070 is idling / stuck in a low power state, even when it is being used in-game.

1. Determine whether the GPU is actually being used. (hence: MSI AB screenshots of the sensors is what we want! still!)
2. If YES, dive into that TDP bug story or RMA.

This is not an artificial FPS cap and its not a power plan setting, that much is certain.

If you're not sure what screenshot we want to see, its this one, and then WHILE you are running a game in the foreground - run it windowed or make the screenshot after a short session. Take special note of the sensors I am showing here: GPU temp, core clock and usage.

Or in GPU Z (but then obviously after you have some sensor data in those bars)
On GPU Z provide a screenshot that shows the PerfCap Reason in any case.

might be an issue with the gfx switching... see if you can disable the internal GPU and go dGPU only.
 
My sons MSI had it when he bought it, it capped FPS, (see screenshot I posted)
That screenshot doesn't show a FPS limit. That is power management. I get full clocks and performance with that setting on adaptive. It is still worth changing however, to see.
Even capped at 30 clocks should still go up.
To add to that, the guy said he hit 40-45 FPS already. So clearly it isn't capped at 30 FPS. Perhaps more, but, it isn't 30.

ULPS is botching things

Chipset driver not installed

Thanks everyone, ill try a few more tweaks after, just left to the sea, so on friday when i port ill try other options mentioned here and i let you guys know. Cheers.
 
Just arrived, ill be posting screenshots soon. I played no mans sky for a while, in max settings i got between 25 and 30fps and in low i also the same. The gpu use says its a max but theres some spikes i would like u guys to see. Im wrinting on my phone, ill turn on my pc and post it soon. Also i will try to see if its those bugs u guys talked, ill update soon. Thanks a lot for trying to help.
 
Can u uninstall geforce experience if it is installed?

Right... get rid of it... it can affect frame rates by setting targets for your machine. Just install the driver, NOT geForce experience. Try uninstalling it and let me know if it fixes ur fps cap.

That looks good... i see the clock ramp up to 1700 - that memory clock tho looks bad... betting it's geforce.

Dude that's on... whisper is off, but battery boost is on. Try disabling if you dont want to uninstall.
 
Dammit. Is it a problem with afterburner? Can u uninstall and use GPU-z to monitor the clock?

I just did some googling and MSI afterburner is notorious for freezing mem clocks on lenovo machines.

One is a clean install wipe of the OLDER driver on the lenovo site as a solution, the other is uninstalling afterburner (im leaning more towards the second link though).

No man's sky is open, doesnt go over 35fps, and i get drops till 24 +- (lowest settings)

i'll try the older driver

Why did you put both the sliders on +1000 for the memory and GPU? Your GPU is stuck in a low power state because the overclock which you applied is too high. Reset MSI AB and your problem will be fixed.

That option i putted did nothing. Lower, higher or in mid...

I tried everything already. Cmon. I can give u guys a team viwer if you want to see it for yourselves. I have everything ok.

Ill make a team viwer 3 meeting soon. ETBOL 15minuts.
 
Alright do this

Clean install

Install latest chipset drivers
Install Nvidia drivers
Install Intel HD drivers if any

All drivers can be found here

Do not use drivers from Nvidias Website. A lot of Laptops manufacturers use specific versions of drivers that can’t be gotten from the Nvidia or AMD website.

i did a clean operative system install with those drivers, all of them.
