I'd begin by diving to options and checking how much vRAM you consume, along with installing Rivatuner and checking in-game vRAM consumption as well given that you have a 3gb card. Take a screenie of the in-game settings and post it as well.

With a 570, I was struggling to get around ~80fps at 75% 1440P, and thats with a 10700K. Looks normal to me, you could try res scaling a bit

You need to lower the resolution scale and put it on fullscreen and not borderless.
