without adjusting the voltage , i wonder if lower clock speed can help me reduce the power consumption ?
a gtx 750ti i think is around 60w gaming so if i lower the core clock -200 and mem clock to -150 can it make 40w ?............

Lower clocks mean lower power consumption, yes, but not sure if you can drop it by that much.

You are aware that in idle the card will automatically clock down?

Which 750 TI are we speaking about here?

I have the one that is low profile and requires no power cables gets all its energy from the motherboard. That thing Uses very low wattage. iirc, it is under 10 watts idle.

To a point, yes, thermals at 100% GPU utilization will be lower, thus lower power consumption. However, lowering voltage and a little under clocking will be more effective.

I'm using a zotac 750ti with a 6 pin connector.
i'm making a portable low power consumption pc though, my G4560 run at 0.75v around 15w. I'm in the middle of downclocking the gtx 750ti or just get the 1030 to downclock a little bit, i just want to make the whole thing run under 50w or under 70w.......
i've test some games the 1030 < 750ti around 20% so i think downclocking the 750ti would help me a bit just because i already plugged the 750ti and put a passive heatsink on it........

Well your options are basically to down Clock it as much as possible and get it as low power as you can. I'm unfamiliar with that particular model ,but the type of GPU is pretty low power as far as discreet video cards go.

The way pascal works, you cant just downclock the core speed on a 1030 to lower power draw. It doesnt that work way with pascal. I cant explain it because I dont know about it, I just know that it doesnt work with a 1030.
