Mouse and keyboard function in BIOS but not in Windows 7

And you still had an issue, could be mk or mobo fault

Yup.

Thing is, net works fine in Ubuntu; just not in Windows.
 
Check device manager to see if any devices are not installed.
You might need to download lan drivers for the motherboard as sometimes windows does not have the drivers needed built in.

The LAN drivers came with the MB's CD: installed all the drivers for USB / LAN / everything else, that came with that CD.

Still wouldn't work.
 
Did you check for non installed devices as suggested by @Steve-007UK

Does device manager show any disabled devices or exclamation marks?

Edit - AFAIK windows 7 keys can still still be used to license windows 10 so you may be able to install windows 10 on that PC (asrock has windows 10 drivers for that board)

- The 1st time, there were 4 "!", all BUS related (didn't install one of the drivers from the board's CD): that was with Wi-Fi.

- The 2nd time, there were no "!" or "?" (all drivers from the board's CD installed): that was with my net cable.

Both times, i couldn't get net access.

Unless she can't "work with Ubuntu", i don't plan to re-install Windows again as the main OS again.
 
My sister's PC has this problem, and thus doesn't work.

- Made sure both mouse and keyboard are on USB 2.0 ports (were originally on USB ports 3.0)
- Tried searching online for a fix but all that was suggested for "an easy fix" was make sure legacy USB was selected, which it is.
- Also tried clearing CMOS + loading defaults: same problem.

Both mouse and CPU work just fine in BIOS, but don't function @ all in Windows 7.

Any tips?

90+/100 times I've seen this occur on 7, The USB and/or HID drivers are either missing/overridden or there's upper/lower filters applied in-registry.
Typically, caused by malware.

A totally clean full-reformat reinstall is the best course of action, IME.

Edit: I see you already did, and discovered 7 isn't so easy to find drivers for. Looks like you went Linux. Cool

First result *should* be to a MSFT dev by the name of Massgrave, on GitHub.
Instructions and MSDN .ISO links are there.

If your sis can get used to Linux, the system will remain better-responsive for basic use.
But, you can put 7 back on it, you'll just have to manually find the drivers*. 10 and 11 'should' auto-find the drivers for Win7-era hardware, though.

*I copy-paste the Hardware ID string out of Device Manager into a search engine or Grok. Then, seek out as close as possible to a 1st party driver. Sometimes, the best or most recent driver, is from another board's support page, sometimes it's straight off the component's manufacturer's website...
