I've just done a fresh windows 10 install, and everything is working just fine except for one small irritating problem:

My mouse seems to be lagging a bit when I hover "inside" some windows... Such as Amazon drive program or others, but particularly in certain programs (like installation windows) its odd
Sometimes the cursor will act up and not show the right icon...

When inside some windows its as if the frame rate lowers, as soon as I bring the cursor outside the window... the mouse cursor speed becomes normal again and I feel the 100hz refresh rate working again... I noticed the same strange behaviour in the Unigine Benchmark setup window (for Superposition)

anyone experienced something similar and found a fix?
 
Maybe try the motherboard drivers from ASRock site or even installing the mouse drivers.

Could also try re plugging in the mouse and see if it still does it and trying a different usb ports
 
what mouse, have you tried installing the driver
what about setting it on lower DPI?
 
Dont run it on a high gloss surface
