Mouse Stutter/CPU Throttling?

Hi guys, I've been having this issue for months. Mouse stutters in certain applications specially the ones that uses overlay features. Today with HWinfo I found out there is power limit exceed.

I downloaded throttle stop, main screen:

- sometimes PROCHOT 99 gets red, and there is POWER red next to limits.
-i've UNCHECKED BD prochot, not able to check it again

I've also noticed through HWinfo that CPU CLOCK sometimes drops to arround 800MHZ:

When was the last time you opened up your laptop and cleaned out the dust? This is normal maintenance for any performance oriented laptop. Have you ever replaced the thermal paste? That stuff does not always last forever.

Post screenshots of the FIVR and TPL windows. Use ThrottleStop 9.7.3

Turn on the ThrottleStop Log File option and use your computer like you normally would. Attach a log file to your next post so I can see how your computer is running. The log file will be in the ThrottleStop / Logs folder.

The 10875H has a 45W TDP power rating. It needs 80W or 90W to run continuously at full speed. When the turbo power limits are set to default values, power limit throttling is inevitable. It is quite common that you will see either power limit throttling or thermal throttling. At full power, the CPU will get too hot. You can use ThrottleStop to try and get the right balance between performance and heat. Not many succeed in getting full speed without overheating.

Stutters can be caused by poorly written mouse and track pad drivers. How long have you had these issues? Have you updated the Intel or Nvidia GPU drivers recently? Any other recent updates? New drivers can fix old problems or do the opposite and create new problems like cause stuttering.

CPU CLOCK sometimes drops to arround 800MHZ
If you are using the Windows Balanced power plan, it is normal for the CPU to slow down to a crawl when it is not busy. HWiNFO tends to exaggerate this slow down. A ThrottleStop log file should show if the CPU is getting stuck at 800 MHz or is only crawling along for a few milliseconds at that speed.

Some laptops limit the current. This will show up as EDP throttling lighting up red. Post some screenshots and I might be able to suggest some settings to help improve or fix this throttling problem.

first of all, thanks for the reply! not a long ago, maybe 4 months, I had to replace the battery and asked repair shop to clean it and replace thermal paste. Thermal paste has been replaced twice since i bought this laptop late 2022.

-screenshots and log below. please let me know if you need me to run a log for more time. basically i ran the log while i was running the application which gives me the ocasional mouse stutters

- i'm having this stutters for more than a year. I used the factory recover option to test a "fresh" start with the drivers but it didn't fix it. It happens with the touchpad too. I tweaked a lot of the windows graphical options/mouse precision/polling etc and nothing helps. I'm starting to think the application I use (which mainly gives me the cursor lag) is poorly designed although i have spotted tiny stutters when opening other applications. Mouse doesnt lag at all during heavy games like indiana jones, gta V etc. The application I mentioned is basically a program which gives me overlays on poker tables so I have more info, more buttons for bet sizes etc. Each poker table have its overlay when using this application.

asked repair shop to clean it and replace thermal paste
Thermal paste application is critical. I would not let any shop decide what paste to use or depend on them to apply it correctly. You should always do this procedure yourself. Go buy some screwdrivers, watch some YouTube disassembly videos and order some Honeywell PTM 7950. Do not use any other paste. I trust that you can do a good job on your laptop more than anyone else.

Unfortunately the BIOS of your computer has locked out CPU voltage and current control. A 10th Gen 8 core CPU when limited to default voltage is an oven. When a 10875H is allowed to run at full speed, it will run hot and likely thermal throttle. If the power limits are set low, it will power limit throttle. It is a constant battle between these two outcomes even when the thermal paste is perfect.

In the TPL window I would check the MMIO Lock box. Below that I would set Power Limit 4 to the max, 1023. This might help with some power limit and EDP throttling. Most of the other useful settings are locked out. I have no idea if or when a BIOS update was installed that would have locked out voltage control.

That would be my guess. Your computer was not running horrible during the log file you posted. You could try using ThrottleStop to switch to the Windows High Performance power plan. That might help reduce the stutters a little but probably not.

Mouse doesn't lag at all during heavy games
That helps confirm that it is not a mouse or mouse driver issue. It sounds like crappy poker software is the main issue.
