hey man, I have the same issue of you.
I have been dealing with this since the beginning of 2019,
first i thought it was fault of my old pc, but it also happens on my newest pc since when I bought it, I formatted it and went to test some games, the same stuttering in all 3d games where the camera moves.
but I could still play on my laptop normally, but suddenly it started to have micro stuttering like on my other pcs. I have this problem with every computer.
I formatted my system several times with different windows versions, I tested different cables, different displays, different mouses , but it also happens when I move only with a keyboard or pad, different drivers, I updated my bios, nothing worked.
my fps is high but it doesn't matter, because when I move the camera, everything turns unfocused, choppy.
I know what you're feeling, my eyes get tired easily, I can't enjoy my games anymore, except SFV and other fighting games.

G-Sync, Freesync monitor?
GPU, CPU, memory, PSU?

@will33 I get the same issues you are having, and I have an Rtx3070 I5 3600 and 240hz monitor, and I am having the exact same issues. I am just about ready to quit gaming altogether if I can't figure out what is going on.

Recently in Japan, customized PCs that are completely optimized for game distribution are sold at BTO. A PC built based on the verified data. It sells very well to VTuber. It became a hot topic there. Tips for using Nvidia. It seems that it is better to keep the GPU usage rate to 70-80%. What is interesting is that if you operate it at a usage rate of 90 to 100%, it will become unstable after about 20 minutes at the latest. Besides, it seems that overclock and delivery are not compatible. Rated operation is safe for the memory, CPU and GPU of the PC used for distribution.

did not work
i tried windows 10, 8.1,7, xp, 11,windows spectre, linux , the problem is still there. It's a mysterious problem, it seems that once you get it, PC gaming is over, looks like something external.
since it started i've tested a lot a things , i have 2 desktops and 2 laptops. the microstutter is in everything .
my friend brought his laptop, and now his games are choppy too
this is not my video but it shows what i'm going through https://streamable.com/uiraw4

you have to go to settings in windows. I updated it and I had the same problem 800 fps but still crusty? yeah I updated my windows and it made it smoother. You didnt have to download all that just saying. ;/ that just took up your space. So check ur windows update to see. I reccomend not to search how to fix because there just other stuff. So I reccomend checking your windows update first. Then going to control panel and device manager so you can check later.
