there's plenty of them starting with the Deepcool AK620, AG620, Noctua nh-d15, be quiet! dark rock pro 4, etc ...
I agree, my comment was more about the "overkill" comment less about defending the usage of the PA120. **ehemm I do have watercooling on a 7700 and own a CM Hyper 212 as backup

A $30 cooler will handle either of these cpu's. The AK500 is overkill if anything.

Processor Base Power: 65W
Maximum Turbo Power: 117W

Processor Base Power: 65W
Maximum Turbo Power: 148W
That’s literally what I said? Not sure why you’re defensive here
Then he can get a cpu cooler that doesn't interfere with the heatsinks and there's plenty of them starting with the Deepcool AK620, AG620, Noctua nh-d15, be quiet! dark rock pro 4, etc ...
Just an aside, but both the DRP4 and D-15 have common clearance issues, which is why it’s always important to check :)

If you're doing content creation then I'd look at the 13400 or 13400F (no integrated graphics).
Great suggestion, this would help out a lot.
One other thing to keep in mind. The RTX 4070 and 4060 are due for release this April and if those cards are anything like the recent 40XX cards that have been released they are going to be gaming beast. The 4060 should have a MSRP of $400. The 4070 Ti literally destroys the more expensive 3080 so that gives you an idea of what the 4060 might do vs the 3060 Ti.
I'll be starting this build around the summer/fall so I might switch the the 4060 if it's at a decent price compared to the 3060 Ti. However, looking at the rest of the 40 series, I doubt that'll happen.
Consider this memory kit (Intel XMP) over the one you have listed (AMD EXPO). It's also much lower latency (CL30 vs. CL36)
Oops, didn't see that. It's fixed now.

So my revised list is:

CPU: Intel Core i5-13400 2.5 GHz 10-Core Processor ($229.99 @ Newegg)
CPU Cooler: Deepcool AK500 68.99 CFM CPU Cooler ($49.99 @ Amazon)
Motherboard: ASRock B760 Pro RS ATX LGA1700 Motherboard ($139.99 @ Newegg)
Memory: G.Skill Ripjaws S5 32 GB (2 x 16 GB) DDR5-6000 CL30 Memory ($147.99 @ Newegg)
Storage: Samsung 860 Evo 250 GB 2.5" Solid State Drive (Purchased For $0.00)
Storage: TEAMGROUP MP33 512 GB M.2-2280 PCIe 3.0 X4 NVME Solid State Drive ($29.99 @ Newegg)
Storage: Western Digital WD_BLACK 1 TB 3.5" 7200 RPM Internal Hard Drive (Purchased For $0.00)
Storage: Western Digital WD_BLACK 1 TB 3.5" 7200 RPM Internal Hard Drive (Purchased For $0.00)
Video Card: Zotac GAMING Twin Edge OC GeForce RTX 3060 Ti LHR 8 GB Video Card ($409.99 @ Newegg)
Case: Silverstone RL06 ATX Mid Tower Case (Purchased For $0.00)
Power Supply: Corsair RM850x 850 W 80+ Gold Certified Fully Modular ATX Power Supply (Purchased For $0.00)
Operating System: Microsoft Windows 10 Pro OEM - DVD 64-bit (Purchased For $0.00)
Monitor: Gigabyte G24F 2 23.8" 1920 x 1080 180 Hz Monitor ($149.99 @ Newegg)

I think this is as good as it'll get (unless I'm not seeing something). Thank you to everyone who helped out and provided suggestions!

13600KF is actual Raptor Lake, not rebranded Alder Lake like the 13400, and is $65 more, for better P cores, more L2 cache and double the E cores.
13400 is still good, just not what I would call an ideal long term purchase if you're planning to keep this build for another decade or more.

AM4 only makes sense for a 5800X3D build at this point.

Go 13600K if you can afford it, and if you can't, 12400. [ ... ]
id go 5600(x) over the 12400, mainly bc you're usually saving a buncha bucks on total platform costs bc you can get cheaper am4 boards
(yes, you'll be sacrificing features and upgrade headroom [rip vrms], but when you're pinching pennies every dollar counts - besides, you're not guaranteed to get actual vrms on budget b660s either)
