Thanks!!!! Also do you know if this is a 5v or 3.3V bios? I'm getting a SIP Programmer, but unsure if it's 3.3v or 5v

Depends on the chip. Best thing is to get programmer that supports both voltages.

Yes I got the one where you have to solder it up to change it from 5v to 3.3V and I'm hoping my chip is 3.3V! haha

Do you have a recommendation on a programmer with a clip that supports both voltages? I purchased this one (pic) but I'm willing to buy another better one if it makes life easier.

UPDATE The card is actually SKhynix memory. Please advise @Caring1

that's the last time I ever trust a seller ever. He's so full of crap IDK why people feel the need to lie when I'm so openly not caring if they killed it I just wanna know. He told me it had samsung memory for some reason.

The Bios I linked earlier supports Hynix AND Samsung Vram.

Shoot I must have blown something shorting bios pins out trying to get it to POST :-/

Would that likely be the fuses?

@Caring1 Last thing. Is there a way to identify the model number from the main PCB? I'm now thinking maybe someone swapped the fan assembly with the barcode along the way...

Not unless there is a sticker on the back with the part number.

H5GQ8H24MJR is the memory chip. I've tried all 3 BIOS with hynix and no luck. I'm using the programmer modded to 3.3V now just to be sure.
Yeah theres no sticker on the board itself, but that's a super long shot. There is a small E353 sticker on the PCI-E plug so that tells me it's likely the original fan assy.

So even the origional BIOS that booted, but gave me a code43 error and didnt reckognize any memory... even that isn't booting ... tried all of these with the SIP clip on flash tool.
Sapphire.RX580.8192.170324.rom
Sapphire.RX580.8192.170310.rom
Sapphire.RX580.8192.180719.rom (this one has a different hynix ID # but I tried)

So I flashed 0324 to it and put it away hoping to fix it in the future.

I get 0.3 ohms at the GPU vrm chips. I think this is a bit low and it's the only thing I could find wrong. The board powers up. Fans spin. GPU gets warm. I get 3.3V at the bios chip, 1.4 at the memory... So I'm stumped I have to send it out or sell it. Any recommendations would be appreciated.

Most Importantly... Have you ever head of anyone ruining a board by shorting the bios pins getting it to boot?

I short pins 4/8 which I think is VCC to GND and the system boots up but never sees any card
If i don't short it hangs, and does not post or boot.

But if I short 4/8 (VCC/GND) the riser light turns off and it boots
also shorted a bunch of different combos, but only on the 4 corners (VCC, CE#, GND, SI IO0)

I can only refer you to the following thread as it shows which pins to short, and the process.
