Software Windows 10
So I have a R7 2700X and in games it stays around 3975 MHz, in videos I've seen it do at least 4025.
I would need help with overclocking and stuff because there's a lot of options in the BIOS I don't really understand what exactly they do.
The motherboard is MSI B450 Tomahawk MAX.
I also tried enabling Game Boost which does boost it to 4150 but I've heard it adds a lot of unnecessary voltage.
Right now I only have XPM profile 2 enabled.

You got 3 options :

Auto: Is your first scenario - good balance perf-power consumtion
PBO: what you called Game Boost - best perf with a lot of voltage and consumtion as you said
Manual: You will only set fix frequency - if youf ine tune it you can get lower voltage than PBO.

I got the same proc. I keep it on Auto - stays between 3900 - 3975 in full load all core - In games/other apps goes to 4.1 selective cores. I have a manual O/C at 4100 but needs high voltage and gives a BSOD every 2 weeks. Never got higher that 4.1.
Auto is probably best compromise. What cooling do you have?

XMP is memory only. If it works stable that profile leave it be.

I have the stock cooler.
I managed to make it manual 4200 MHz stable with 1.39 voltage.
I have tested just one game so far, but it didn't go above 65C in it.
Tested in another game, it's around 72C, but that's around what I also had before.

Try running Cinebench 20. If it works then it should be a relatively stable O/C. Mine does not do 4.2 even at 1.4 voltage with 4 heat pipes cooler.

I have the stock cooler.

Therein lies your problem the stock cooler is OK but you'll never get good cooling and perf get a new HSF

Game Boost is NOT PBO (Precision Boost Overdrive)
Setting to Auto in the Bios generally uses PB2 (Precision Boost 2) not PBO, which has to set as Enabled.
Using Ryzen Master software is the easier option as it allows to you make changes on the fly and monitor voltages etc.
Game Boost is a Radeon software setting.

No I have Game Boost in the Bios.
I tried the overclock in games, it makes the cpu run hotter with no performance difference, even lower fps so I just set it to auto, I will think about overclocking again when I get better cooling.

Totally agree with this, the ryzen auto-oc works better with better cooling and memory.

I had the same on a MSI motherboard, in the Bios, tried it once then left it off.
