new motherboard wont boot.... DOA?

my bro got some new parts and the pc doesnt wanna boot. we believe its the motherboard and heres why. when it turns on the side fan of the case, the chipset and the heatsink fan spin. the rear case fan, and a fan below the first pcie slot do not spin.

XFX Nforce 680I motherboard
Intel Q6600 2.4 Ghz
2GB of Corsair RAM DDR2 800
DVD writer
OCZ 700 watt psu

old:
x800 gp video card ( ithink its gp)
2 hard drives

Tried clearing CMOS or checkin the jumper to make sure it's not in the clear position?

the jumper was on the two on the right side of the jumper. moved it over to the two on the left (3 total pins). fan under pcie was spinning.

edit:

moved jumper back, and fan is still spinning. not sure on that 1. back fan still fails to spin

You have your case speaker connected > So hopfully you will get beep tones.

no its not connected. i have an evga 680i myself. speaker isnt connected and i still get a beep when it boots
