New OLED monitor makes PC unresponsive sometimes

Yeah it does do the same thing. Under System if i go into Power mouse freezes up for a bit nothing happens, then it loads. So far the only part of windows settings i have been able to recreate the issue. Itll do it on Display too sometimes. There is one comment on rtings of someone who has the same problems. But no responses to their comment.
If it's not a huge inconvenience, exchange it but,
know there may be a compatibility issue with that particular display and your particular configuration.

That sort of 'hard stuttering' in my experience servicing consumer laptops and desktops (years ago, now) were HW interrupts to the system from a failing device, or power/EMI problems. In particular, I've seen a bad battery on laptops do that, many times.

Could be a defective unit, could be an incompatibility.

If you're otherwise 'in love' with the specs, exchange it.
IMHO, if there are other options (preferably, 1st party Samsung or LG, on-sale), I would consider just returning it for an alternative.

If it's any consolation in all of this fuss. I bought an ASrock 32" 4K/1080P 240/480hz, first. It totally died w/in hours of first power on.
There was no manual available online, no firmware update, and limited community support, from it being so new.

I returned it for an LG 1st party, otherwise same specs.
LG was able to reply to my support inquiries same-day, and there was a manual for it on their website.

Ill probably just return it, get a refund for now. But yeah i feel like I tried everything.

EDIT: I hooked up my old monitor and things seem better-ish?? Theres no hold up during login, and responsiveness in the windows stuff (its still not as good as when i have only 1 or 2 monitors plugged in still) doesnt seem to freeze up so much but it still kind of does.

Such a wierd issue, but it really seems more like my system on software side more than a monitor/hardware issue

Im kind of wondering if its an issue with iCUE now.

Is the OLED a TV by chance? Because if it is and the image processing isn't turned off, then then there will be lag. "Game mode" typically disables this processing and associated lag.

No its not. Its a gaming monitor

UPDATE: Ive come to the conclusion that it may not be a monitor issue. When i hooked up my old monitor again it exhibitted the same laggy windows explorer behaviors too. Perhaps I wasnt aware of this before as I havent been in the windows explorer (Windows settings) in months, so it might just be a software issue on my system or something. Its probalby not that big of a deal. its the only thing that seems to be a little laggy

Did you ever get around in updating the chipset drivers ?, as your saying it does it on both monitors just not as bad as the new one.
