New PC won't boot

Just built a new PC for a friend. Everything is in. When I try to turn it on, the fans turn on, but all of the lights are blinking very quickly. And when I say all the lights, I mean the HD activity light, the power light, the lights on the fans, etc. They're all blinking very quickly and nothing comes up on the monitor.

The processor fan also never spins up any faster than the initial startup, which we know it does after it posts.

I removed the video card, RAM and hard drive, and unscrewed the motherboard and put a piece of paper under it to make sure it's not shorting out anywhere. Same thing.

Any ideas?

sounds like psu or mobo problem... got a spare psu or mobo around to test?
 
Thanks. I could try to a find a comparable psu, but I don't know if I have any others with a 24 pin connection. I'll try it out. Any more suggestions in the meantime?
 
Is it staying powered on or just turn on for half a second?
 
Tried clearing CMOS?

Any beep codes? If no speakers, maybe hook one up and see.

Cleared CMOS and plugged in a speaker. No beeps.

Stays powered on. Just doesn't do anything
 
Try reseating the processor, ram, video card.

Just wanted to make it clear, as looked at my statement. :)

when i say speaker, i mean speaker on the mobo and not regular speakers, i didn't really make it clear. so if your mobo does not have speakers, would need a small one to plug into the motherboard to get beep codes.

Yeah, I knew what you meant. :P

It was the power supply. I got the IT guy at work to lend me a 24-pin psu just to power up the mobo and immediately got beep codes and no flickering lights.

Brand new Corsair TX650 is DoA. At least now we know. :)
