So this game is old, but still fun. I just tested it on ssd with fresh install.

It seems the real culprit is the game runs as a low power application. Hence low fps.


So the fix I just discovered is set your power plan from balanced to high performance and you get solid 60 fps. Hope this helps someone.

Had similar issues with a Phenom II x4 on SC2, I think that generation of processors must be set to high performance for the games to run correctly. Ran great after it was set in windows and several power saving features disabled in bios.
 
I don't recall having any stutter or FPS issues with MW 2012. Rivals however needed a shortcut switch to remove the 30 FPS cap. IMO MW 2012 was a very forgettable game.
 
NFS MW 2012 was meh compared to the original. I tried it as war_ez version and I hated it due to its crappy engine that was lagging badly on what was high end graphic card back then. I still bought it for 2,5 EUR on Black Friday though just because it was so cheap. I'll just drive around a bit and collect hidden cars...

What kind of high end? I remember using early 2011 GTX560Ti (about 1,5 years old at the time MW launched) and it's smooth at 1920x1080.

I prefer 2010 Hot Pursuit than 2012 MW. Somehow I feel more sense of speed in HP than MW or I just like the outdoor environment...
 
Core i7 920 at 3,8GHz, 6GB RAM and HD6950 2GB. Only thing more back then was HD6970 or a CrossfireX of that same thing. It just felt like system was struggling even though framerate wasn't low.
