NVIDIA GPU PROBLEM ON PCIE X16

I'm sorry I don't speak English well
I'm using an Nvidia RTX 2060 graphics card On the motherboard aorus Z390 Elite for 3 years
A week ago, I noticed that there was Frequent Freeze on my pc
I also notice that when the Nvidia audio driver is activated, it makes a noise along with the sound
Then I tried to find out why
And I discovered when I installed the graphics card in the second pcie slot below
The freeze disappeared and the problem was solved
when installing the graphics card in the first pcie x16 , the problem returned Does the first pcie slot or cpu have a problem or what ?

I did it
I own another pc with fx8350 processor
I plugged the graphics card into it and there was no problem
And I have another old card
msi ati r7 240
But there is no place to connect a power cable from the Psu
I also installed it instead of the other card in the same place where the problem occurred that I replaced Nvidia card and the problem did not occur

Ok put the card back in
 
It's all elimination, if you eliminate the card as a problem, which it seems you have given you've tested in another slot and another system, signs would point to that slot being the issue.

I've had problems before not getting full speed from a slot, so it might pay to clean it with compressed air/isopropyl alcohol and retest.
