When I am gaming on my GTX960m I always turn the system fan on my laptop up to MAX or 100% because these get HOT.

what game are you downloading to test?

I do apologize for my late reply,but the Windows installed some updates and I had to wait to install GTA V!
It works perfectly now!

Switch it all to max performance
 
Well follow that, I would only adjust power settings only.

Lets not make this more difficult, you just fixed the initial problem, try it out.

Ohhh, everything works fine,the clocks are stable while gaming,but one hour ago when I opened MSI Afterburner it showed the GPU stuck at 1176 MHz with 2505 MHz at idle!And the values didn't change for all of the time,they got back to normal after I restarted the computer!

What could this be?

Edit: I don't know how but it fixed itself! :)

I really do apologize for my frequent reporting, but I really must report what is happening with my GPU!

Everything is OK while gaming so far,but the problem is that the clocks stuck at 1176 with 2505 at idle sometimes for a long time,sometimes I must do a restart to decrease them to 405 MHz!

I am really concernerd about that high values of the clocks at idle!

Please help me!

Probably the settings you changed in the NVIDIA control panel are causing this. You shouldn't need to touch those settings, since it was your chipset drivers that were causing your original issue, so try resetting everything to defaults in the NVIDIA CP.

Update:Yes ,dear Assimilator,you are right!
I restored the Global Settings in Nvidia Control Panel to the default,and since then the clocks are as they should be!

Update :

The Nvidia video driver was outdated,so I decided to update ,and after the update I got back the same problem again!

But this time I found out that the values for the clocks go up to 1176 with 2505 MHz,only if I open some program like HWMonitor or GPU-Z ! If I monitor the clocks with the MSI Afterburner or HWInfo they are stable and normal : 135 with 405 MHz at idle !

Only HWMonitor and GPU-Z show me higher clocks!

What is this now?

Please someone help me!

Edit: Now HWMonitor shows the normal clocks,the only left program which doesn't show the 405 MHZ clocks is GPU-Z!This is at idle:

this is exactly the way it should look in your screen shot! your GPU is absolutely acting the way it should! I think your being paranoid and creating issues you didn't have. Just game and all is well as long as the fan is turned up to not allow stupidly HOT temperatures~!

EDIT the only GPUZ that I know that will even read your censors is version GPU-Z.2.6.0 AND YOU WILL NEED TO BE ON THE CENSOR TAB OF GPUZ! GPU-Z.2.8.0 will NOT even read your censors on the GTX960M!

Here are screenshots from different programs showing the clocks values at idle at the same time: only HWMonitor showing different values!

And I noticed that when I open HWMonitor the clocks raise from 405 with 405 MHZ,to 1176 with 2505 MHz, and when oppening HWMonitor ,in MSI Afterburner the GPU's temp raises from 0 to 30 degrees Celsius,and then the clocks and the temp decrease to the 405 with 405 MHz with 0 degrees Celsius ,and that repeats again and again for all of the time!
