Odd HD Tune Results - Can anyone help?!

Hi,
I've been having issues with slow windows speeds.
I'm pretty sure it's HDD related. Copy speeds seem to max out at 8mb/s

I ran a few HD tune scans and this is what I get:
The big drop in the middle is concerning, what would cause it?

I've tried changing the SATA cable, I've tried a different SATA port and also tried a different power connector.

The HDD is relatively new (Less than 1 year old)

I should really include some specs

MOBO: H81M-PLUS
Processor: i7 4790K
Ram: 16GB DDR3
Graphics: NVIDIA Geforce RTX 3060 Ti
HDD: Seagate ST4000DM004 (4TB)

Is this hard drive the only drive in the computer? This looks pretty normal for a hard drive being used as the OS drive. The dips are when the OS is accessing the drive in the background. This is also why using a HDD as a OS drive these days is a bad idea. Also, the drive is a 5400RPM drive, which only makes things worse. A 5400RPM drive should NEVER be used as an OS drive.

Yes it is, and I've learnt something, so that's great. I had a feeling the drive itself wasn't good enough.

Any recommendations for a HDD to use for the system drive?
Ideally I'd like an SSD but it would have to be SATA based I assume as my MOBO is pretty dated.

Definitely get an SSD. There is no M.2 slot on that motherboard, so it has to be SATA, but that's fine. A SATA SSD will still be significantly faster than that HDD. I personally would recommend a Crucial MX500 drive, but that doesn't mean that is the only good one out there. You don't even have to get a very large one, a 250GB one will be more than enough for the OS and a few programs, then leave the HDD in the system to use for storage of large files or for installing large games on. The HDD will perform better too since it won't have to deal with the random use by the OS, so even loading games from it won't be that bad.

Just make sure you plug the SSD into one of the yellow SATA ports on your motherboard.
