Could anybody here give some insight on how to successfully overclock Corsair Vengeance RAM?

It's rated for 1.5v @ 1600Mhz with CL9 out of the box.

I'm curious why I can't reach 1866Mhz.

Side Note: Also, is it just me or do PC's run smoother and faster, and are more responsive with 2x4GB DIMM's in the right slots?

It feels so much better than 4x4GB.

Chances are, if you picked up the CAS8 set, it would get you to 1866. From what I've seen out of the CAS9 sets of vengeance sticks, they are inferior IC's, and they won't do much better than just some minor tightening of timings.
As far as your other question, 4x4GB feels better to me. The only way I can see 4x2 being smoother, would be if they are running at faster speeds, without a ton of memory being used, as the capacity wouldn't matter.
