I set the voltages to 1.2 and the frequency to 5.4 on all cores. and also curve optimizer -30
7600X is hot as it is (aggressive factory clock ramping) so there's not much room there; what are your temperatures now? How many amps does your motherboard VRM have to offer? As P4-630 said, probably not the right board.

The board is fine, stop fear mongering, the 7600X is a six core CPU that's never gonna go over 80-90W no matter what you're going to do with it.

To answer the question, simply enable PBO and increase the max boost override to whatever max value it allows, you can also use the curve optimizer in ryzen master, that's about it.
 
PBO to Advanced
Powerlimit to Motherboard
+X Mhz Offset (whatever is stable)
after finding the stable offset use a negative offset in the curve optimizer.

Wasn't sure if it (B650M) had the features/settings to overclock a CPU....

Apparently with AMD it doesn't matter how cheap the board is....

That's the great thing about Zen 4, does intel do that with B760 boards? asking for a friend. :)

Essentially yes. You often can't really clock those chips beyond what they come stock, anyway. Raising the power limit is usually as good as it gets.
 
I find it interesting that HWiNFO lights up red at a CPU temp of 80.
