Palit 9800GT- Big problem!! Performance depends on fan speed!! Help

I have Palit 9800GT 512mb on RED PCB and i have big problem.

Fan speed 30%:

Fan speed 75%:

Fan speed 100%:

Fan speed set to 30% score 3dMark06= 9366, and 100% 3dMark06=12000.
standard card has a set fan speed 55%.
Please, help, thanks

Sounds like thermal throttling to me. Check seating of HSF, check temps during 3dmark
