PC doesn't shut down properly

I just upgraded motherboard to an aorus ultra gaming v2.0 and my CPU to a i7 8700k and after updating the bios, Windows and overclocking I noticed that when I try to shut down the pc the GPU, case fans, and CPU cooler keep on running.

I have tried resetting all the overclocking I did and even deleting the overclocking programs I used for the gpu, I have no idea what to do
 
Tried clearing cmos? Maybe the updates to blame. If its not the bios it could be the windows update too. Sometimes windows is just weird about mobo swaps. Make sure youve got the relevant drivers for your new board. If theres any old ones left from the original board, remove them.
 
Check Control panel/Power Options/Advanced Power Options. Make sure the power button is set to Shut Down

Control Panel > Power Options > Choose what the power button does > "Change settings that are currently unavailable" > uncheck "Turn on fast startup"

did you reinstall windows after the motherboard change? If not, thats next on your to-do list

I've cleared the cmos and the problem still persists but I now notice that the CPU status led is on ( My motherboard is a Gigabyte aorus ultimate gaming 2.0 )

I have tried what you have suggested and it did not work

Control Panel > Power Options > Choose what the power button does > "Change settings that are currently unavailable" > uncheck "Turn on fast startup"

I also tried changing the other power options such as hard disk, sleep and power button action in the advance power settings

Check for board shorting too
 
Can you take a closer look at bios and it´s power state settings? There can be some strange things happening with the ErP support settings. After bios update my PC wouldn´t restart. I could only shut it down but when I tried a simple restart it wouldn´t even get to the point where it powers off the IO-devices like keyboard and mouse etc.. It was just stuck running until I reset it or cut the power completly.
All because of ErP support setting that was set to enable legacy on auto.

And what @eidairaman1 said. Maybe check that first.
 
Make sure in power settings the power button is set to "shut down" NOT "sleep" or "hibernate"
