PC Will Not Boot Into Windows (Checked: Boot Failure Troubleshooting Flowchart)

My PC specs are listed in my profile, and I am unable to boot into Windows. The last time it was working was when I initiated a routine restart from windows. I get no error message just... nothing.

I have checked in the UEFI and all of the hardware is detected. After the boot failing several times I tried the old trick of turning off the PSU, holding the power button, and then restarting, still didn't help.

After using F8 to manually boot into recovery mode I tried having Windows repair itself, that didn't work. Next I tried a restore where Windows keeps my existing files, but deletes all programs/apps. The progress went up to 100, but It never booted into Windows. After that I finally tried a full restore, and am having the same issue. The process appeared to be working, got to 100%, Windows said it was at the point where it would have to restart several times aaaaand, again, nothing. I'm out of ideas. Any suggestions?
 
Certain windows updates have been prone to cause this, exactly what is still unknown. You may try askwoody.com for this.

Can you enter safemode at all?
 
Bad hdd, is my first guess. Unplug the 2TB drives if you get into Windows no problem reconnect them one at a time.
 
Graphics driver update possibly?
Is the monitor receiving any signal when you try to boot?

Haven't gone to askwoody yet. What is this? Is this a site specific to Windows boot issues?

I unplugged all HDDs, still does not resolve the issue.
I tried the safe mode boot, but every selection I enter gives me an error. i.e. It asks me what region I am in. I enter US, error, so I skip. Asks what kind of keyboard. Error -> skip. Even attempting to accept the license agreement gives me an error. "OOBEEULA"

Also I'm willing to just completely reinstall windows on this, but I have no idea where I put my key am I fucked? (i.e. do I have to buy another copy?)

Its a site where you can look at updates with a fine tooth comb, the guy knows more about windows nuances than most around...

fwiw, I've been reinstalling windows without a key for a while now. Once I log in using my Microsoft account use/pass windows just activates by itself.

Yeah I'm trying doing that now. Forgot that was a thing. I probably did that initially. I'm hoping a complete reinstall will help.

...false alarm, I'm an idiot, I tweaked a color setting on MY TV that I completely forgot about. That's what was causing it *sigh*.
