What's the impact of PCI Express Clock Gating in UEFI/BIOS?

Should this setting be disabled for better performance? Will that significantly increase power consumption, or heat production?

it slows down pcie a bit(4 to 3) to save on power.

Yeah windows has a setting under power properties called pcie link state
