PCI x16 running significantly slow!! Help!!

if the bios has been reset and the slot has been blown out and the card reseated and the card still works at x8 in the middle slot then it looks like the slot may be bad. that mother board is still under warranty so i'd start contacting asus.
 
I don't think there's a manufacturing fault with the motherboard. Just a dumb design idea to have the logo too near pcie slot 1.

Running at 1.1 at idle is normal - so do my cards.

So I don't think you have a problem at all.

I have the same board. I can use all the slots. its not a question of the bus clocking down from 3.0 to 1.1 . his card is only being recognized as pcie x1.
 
The mobo might be a dud, i could only suggest reseating the cpu at this point before replacing the mobo, then updating the bios before an OS is launched
