why you pick this
, well isnt bad card afterall, it actually the same brand as digital aliance, they sold pc part like psu/case/cooling ect, in cheapest price, but if it was me i will probably pick zotac brand rather than manli/da, its only sightly price gap, for an new retail is a good choice to pick palit indeed, as for here palit brand/manli having new box stock, other brand is outofstock whichs all is used 1070, we got plenty of gtx1070/1080 new palit stock here

The card could have a idle fan off feature, I'm not sure, should be on the box if it does
You can use MSI Afterburner to set a custom fan curve; personally I hate hearing the fan spin up from idle all the time, so I just set minimum % at 20.
