Please help with EVGA GTX 970 SSC ACX 2.0 very low performance issue

No just someone that isn't that savvy that doesn't understand.
Iunno man, its lack of understanding or listening that's throwing up orange flags with some of the posts.
 
I'd advise @ddog/BROTHERSKEEPERS to remove any and ALL serial numbers he posted: those should NOT be made public.

If he doesn't (for whatever reason), a mod should.

I would never buy any PC hardware from BB.
 
i have tried the latest driver the 378.66 February 14, 2017 nd i have tried earlier ones also. when i go to reinstall the driver i go to uninstall a program in windows and remove evry thing that i can besides the one driver version the sytem is on . then i go to windows explorer remove every thing possiable deleting and then running ccleaner making sure not to have any reg, issues . also the log configs eccept one for the reboot. then i downloaded the lattest driver and of coarse i have evn tried a couple older versions. also yes i am 44 years old and i am time limitd as my wife hates me running a Mature Gaming clan of 50 members and she cant stand me gaming period. lol so i get on here when i can.the cpu doesnt go over 80% ussing xsplit gamecaster ,teamspeak3 , my.com , Warface . even with the cpu on 3% to the highest setting here is around 7% and its saying perf cap ult code . constant it doesnt say it constant when i run i bench mark. lol
and yes windows is up to date i reinstalled windows 7 proff. 64 bit early this moring and ran all the updates.

my internet isnt the issue . i got spectrum 60mb down and i get 15 ming 66mb down 5 up

Util in the perf cap reason line means your GPU is idling...it's not being utilized. Any time it's not under a load, you'll see that. It's normal. The only performance issue I see in the sensors tab screenshot you posted, is the PWR in the perf cap reason line. That huge green streak while the GPU is under load. Meaning, your card is hitting the power limit and is power limit throttling....not throttling a whole lot from the looks of it, but, that's the only issue I see there. It looks to be performing normally there.

Use EVGA PCX or MSI AB and put the power limit at it's maximum setting. Probably 120%, and that should relieve some of that.

I think it's most likely that your CPU is creating a bottleneck, and causing your performance issues. If I had to guess at a culprit, I wouldn't look any further than that right there.
