Problem with throttle

Hello

I recently bought used computer
MSI gf66 11ue
Its 11400h with 16gb ram and GPU rtx 3060 6gb

And from beggining it was throttle å little But I thought its driver issue So I play like baldur's gate 3 70hours. But it come back lagger stutter. Cant play like that it happend on start when I whant play. I checked it was going to 95 on one core. So i
I have put new past on Cpu and GPU (arctic mx6) becouse old was dissaster) see screenshots
Now temp goes fine not in red like something 80 see on screen. In throttlestop it still have yellow Edp other Cpu gpu ring. What can I do guide me please in this bios and throttlestop

I notice when I put power saving plan to max efficent and whant play game. Laptop connect ac lader and disconnect it. When I set this plan to Balance this disconnect wont happend. But stutter all time in games from 1min..
Am I bought fail laptop? Or can i set some config in bios /throttlestop and play normal guide me please. I think I put very Good paste, and thermo pads looks ok to me. It was throttle å little bit at start 2 mounts maybe

I dont whant burn main board with bad config decision :/ previous owner toldme when I pressede him that they change main board. :( So what can i do?? I also put new bios update and Load optimized.

Post pictures of the ThrottleStop FIVR and TPL windows.

Do not show me pictures of HWMonitor.

Use the Windows Snipping Tool to take screenshots. Cell phone pictures look bad. On your keyboard try pressing,

Windows Key + Shift Key + S
 
thank you for help. its deffault settings i did not change anything. I use msi center maybe this coz this overhitting?? Even that I bought new AC adapter, to check it, same, new power socket for this laptop, and same..

Why in my case this laptop throttle? Can I some how pervent this? Or Its bigger then me and have to give to repair?

Your laptop has two big problems. All of the FIVR settings have been locked by the BIOS. ThrottleStop cannot be used to adjust the voltage when the FIVR is locked. The IccMax current limit is also locked to only 73.00 A. These settings will cause your computer to throttle.

In ThrottleStop it still have yellow EDP other
A computer will EDP throttle when the IccMax current limit is set too low. ThrottleStop cannot change this when the FIVR is Locked.

I also put new bios update
An old BIOS version might be better. Newer BIOS versions usually cause more throttling in many laptops.

Search the internet. Maybe someone knows how to unlock the FIVR settings. When the BIOS locks the FIVR settings, you cannot use ThrottleStop to fix any of the problems that you are having.

Why in my case this laptop throttle?
The problem is bad design.

This person shows bios settings. Is there FIVR settings that I can unlock? I think he mention that on undervolting settings its the same?

I think there is options in bios to unlock this

ok now its ulocked. In bios Overcloking Performance menu, overcloking feature i put Enabled. Now in Windows app ThrottleStop FVIR now i can put some changes.

Edit. I done some testes and I notice when I disconnect AC adapter and try to play not much demanding game like Flatout, game not stuttered. But when I connect AC, boost whant to kick in and we have stutter...(charging connects and disconnects) when I minimalize to Windows charging normal.. And I think when I Disable boost Cpu and play charging normal.

I thinking to uncheck box bd prochot and put higher iccmax and test but not sure is it safe?

Set IccMax to the max for the core and the cache. Enable Speed Shift Technology in the BIOS.

You can use ThrottleStop to undervolt the core and the cache by -50 mV.

Check the MMIO Lock box in the TPL window.
 
Ok I have Enable speed shift in bios. Iccmax value now 255 for Cpu, cache. Undervolt -50mV cpu, cache. "Check the MMIO Lock box in the TPL window." done

Edit.

I see improvment only PL 2 yellow. Games stutter, pervent to play.

Some computers use an embedded controller (EC) that can set lower turbo power limits. ThrottleStop only controls the MSR and MMIO power limits. ThrottleStop has no control over the EC power limits. You might still see some power limit throttling. I do not know how to fix that problem.
 
How about Power limit pl2 can i set there maybe something? Should I try reset EC?? Whats wrong with this laptop

I have notice something wird behaviour. Since last week with heavy stutter at moment game start drop to like 5-6fps then normal. And like every 2sec like this. Cant play...

Today I set charging plan to Balanced at Windows, then i put Balance at MSI center, then i open some diagnostic programs, then I open Game and there was stutter at start, I keep it play like 2min, then i minimalizm to Windows checking Apps for diagnose, and coming back to gamę Alt +tab, BAM game goes normal, like should be. So I test it play and it was going well no stuttered at all like 20min then i closed game, open another game and from start it was going Good no stuttered at all.

So maybe some sensor or driver or bios settings are in conflict and put there own settings. Im confused. In bios if I put Optimalized options it should Load default settings for Cpu and mobo it self, right? (power limits volts right) so why this config stutter and thermo throttle if I put Good new paste on Cpu and GPU? Maybe sensor is Broken

What it is E1 E2? this e2 is little Detached and When I put Radiator on it connect radiator.
