Problems with Gigabyte X870e wifi7 or Cpu or Ram

So I just got everything to build up some hours ago and I've run into problems I never had while building new pc.

first up the build is:

CPU: Ryzen 7 9800x3d (new from ebay)
MB: Gigabyte X870e Wifi 7 (new from amazon)
Ram: Corsair Vengeance 32gb 6000mhz cl 30 CMH32GX5M2B6000Z30K (new from amazon)
AIO: DeepCool Mystique 360 argb
Storage: Samsung 990 pro 2TB
PSU: MSI MEG AI1300P PCIE5 1300W 80 Plus Platinum

I didn't even put a graphic card in it since I just wanted to see if it post and run smoothly so just got the bar minimum. mb+ram+cpu+ssd and aio.

Istantly red led on saying Dram when off simply when I put the power cord to PSU.
Even removing rams didn't change anything. still led on.
So I though maybe something is damaged either CPU or MB pins.
I've checked everything cool. Nothing bented, nothing dirty.
I've tried blowing a bit of air on ram slots, you never know dust, hairs or something.

So I've tried turning it on no signal video or anything.
I've tried removing ssd and just plugged usb with Win11 in it.


and I got this message:


I pressed something and usb booted for windows installation all this while debugger had led on some errors (00,d8/08,99,50 I mean random ones).
So I turned it off and plugged back the Samsung 990pro.
I've installed windows11

I thought ok led still on but I installed windows , I'm in windows , I downloaded GCC and installed all MB drivers. Should be ok.
I resetted/turned it off and I was stuck with led and error 15 and getting no video signal.

So I removed rams, and so on. Re-seated CPU, re applied AIO without too much force on it. Dunno what but

Nothing at first but after I reinstalled rams In position A2-B2 I got random codes and it booted into windows! I resetted into Bios and I have red led ram on mb and code 00.

I upgraded to the latest bios f3h from F2. Now at least the computer get to windows 100% of the times but the debugger always has some codes while posting.
Got into Bios and enabled Expo1 to get rams to 6000mhz

When I get into windows red led on Dram motherboard goes off.
Debugger says 08/D8 If reset the computer through Windows I get an AO after booting and getting into windows (always random codes and led popping up).

I noticed that chipset zone bottom right on mb it get really hot while doing nothing simply being on windows.
Aio screen says temp is 35°C
Aio has 2 fans with argb on but on the third one rgbs are off (all fan spinning smoothly) dunno maybe someting is loose


So what should I do to understand if the problem is the cpu or mb or ram?
Now all I am doing is praying it's not cpu cause I've bought it new from a random seller on ebay.
But it was sealed and ok. I never got a cpu led. I'm afraid of cpu memory controller...

now randomly error d9... but still windows on no leds on moterboard. reverted to d8/08

Ran Burnin test 11.0 3min test and everything passed

I note the CPU and RAM are listed on the motherboard's QVLs, so that is good.

I would pull everything out of the case and assemble the system on a large, plain bread/cutting board and see what happens. If still having problems, swap in a known good PSU. Since EVERYTHING depends on good, clean, stable power, you need to ensure you are providing it.

While everything is out of the case, triple check to ensure you only inserted a case standoff where there is a corresponding motherboard mounting hole.

Lots of "dead" Gigabyte MBs showing up. Either GB has a massive bad batch or all the users are falling into the same unknown trap.

yeah me too! years since I got my z390
You aint the only 1, RMA
well someone told me new MBs require sometime to train ram and has a longer boot.
Since led disappear after bios boot and windows loading I guess that's it.
System is stable I'm not having any sort of problems bar a D8/08 debug code

Code 15 isn't a error, its the DRAM training #. Yes it will take minutes the first time and depending on the MB, it can do this everytime you boot.

Glad it was sorted out. Seems Code 15 strikes again.

yeah I didn't know when I started. I panicked because I had dram led on, debug errors and signal on video with integrated graphics card.
I just find it weird that a motherboard while OS/bios is loading it has one red led on. It shouldn't be.
Anyway I got until 15jan to rma it via amazon. I guess I'll wait and see. In case I'll ask for a refund and try another brand sadly.

well someone told me new MBs require sometime to train ram and has a longer boot.

10mins to boat into windows? no it takes like 3secs
IF you meant when I started and had these problems yeah dunno how much it took because I was swapping, removing power and so on.
I didn't really give it "time to train"

Just a, potentially related, PSA, depending on what auto settings gigabyte has enabled for nitro and MCR/PDM, normal training can take 2-3 minutes (long normal boots would indicate MCR is likely disable as the boards AUTO default); may or may not change with bios revisions.

Also note motherboard vendors may have different QVL lists for one motherboard based on what generation or specific model CPU is installed.

There seem to be a lot of fishy things going on with some of the newer bios and accompanying betas based on 1.2.0.2b

Ok if it doesnt boot within 10 minutes after the first start up ever as of memory training. My Rig took about 5 minutes to train the first time.
