programs aren't opening.. delay after startup login screen

i my pc in sleep and keyboard wouldnt wake it so i force shut it down and it somehow changed the boot order in bios which i already fixed but now theres a weird delay..
on startup after login screen theres a minute delay before icons show up on desktop and after that delay everything runs smooth except for opening programs and games..
i tried opening userbenchmark and it took about a minute to start the benchmark like it just froze for a minute then runs and i get the same score as usual..
it seems like a windows or ssd problem but im out of ideas of how to fix it other than windows fresh starting since i dont have restore point.
i tried sfc /scan.
specs: ryzen 2600, 2070s, 3400ram, b450, 2 ssd and 1tb HD
anybody ever hear of win 10 changing boot order after getting put in sleep?

Try and run a diagnostic or scan on your drives and see if they are failing.
Does the boot order in the bios get reset/re-arranged each time you boot up?
Also this only happened when you put it into sleep or it goes into sleep, or does it happen while you're in the middle of something?
