q9550 E0 ran this at 4.1 under water most of the 1.5 years i had it.
gigabyte ep45-ds4p, comes with a small fan glued to the nb sink, a back plate, and the rear panel cover for your case.
4x1gig of bl12864aa106a.8fh5 crucial ballistix ddr2 1066mhz. these ran @ 1160ish with 2.1 volts quite happily. these are single sided pcb.

ballistix - $35 for 2x1gig - $60 for 4x1gig obo
prices include shipping in the lower 48, willing to ship elsewhere in the world, but not free.
