Random "Lag spikes" that then lead to keyboard delay.

Hello, I recently decided to build my first PC and I've dealt with many issues but this one I haven't found a solution for it.

The problem is that whenever I start to play some games my screen would freeze and have a sharp decline in frames followed by keyboard delayed input for some seconds (ex OW2.) Sometimes the game would just have a slight stutter and then followed by keyboard delayed input (ex Warframe.) Or just have no stutter at all and just have random delayed keyboard input (ex. Diablo.) While the keyboard is delayed the mouse works just fine.

I've attempted to troubleshoot the problem, I've done a quick software reboot? I'm not sure what to call it but I've disabled many programs from starting up when the computer reboots and the problem persisted. I've unplugged the mouse/keyboard, the problem was still there. I've enabled game boost for the CPU in the bios menu and XMP profile but I'm not so sure if I need to make an actual XMP profile since I didn't see much change unless I looked at the wrong place. I've also auto tuned my CPU using the Intel(R) Extreme Tuning software I'm not advanced in computers yet to OC a CPU on my own. I've also auto tuned the GPU card using the performance overlay tab in GeForce Experience. Im willing to do some of these troubleshoots again if needed.

Any other information needed please let me know. Anything I need to do just guide me and or tell me and I'll do it. As always thanks for any advice, suggestions and help!

All specs should be added in my profile if they need to be more specific let me know, if left blank I don't know what they are.
 
Have you got Vsync enabled?

If so, disable it, and optionally, enable Fast Sync in the Nvidia driver menu.

Ill disable the CPU throttling in the control panel and test it out.
I've disabled CPU throttling trough the regeditor.
Edit: I've enabled the OS cpu throttle due to the issue still being there with or without. I might let the latency software run for more time to see if theirs any other issues before I disable both the BIO and OS CPU throttles.

If latencymon detects throttling when there is none (at least I can't see any in your screenshots), then there might be some core scheduling issues (a wild guess). Maybe someone with an ADL/RPL CPU could help?

I'm currently running an hour long latencymon log, another issue came up.

Is it a fresh Windows installation?
Yes, new PC everything is new. Well, except the monitor and HDMI cable.

Then my guess is still some kind of thread scheduling problem, although it'll have to be confirmed by someone who knows more about these new Intel CPUs than I do.

Temporarily, you could try disabling e-cores in the BIOS to see if it helps. I'm not sure what a real solution would be, though. :(

Hmm I'm asking due to my CPU having a 15day return window from where I got it. If it's a replacement issue or just tweaking some numbers.

It's probably just "tweaking some numbers", just I don't know which one(s).

any other CPU software would you recommend me to download? This software came with the installation of MSI center.

Like I said, you can try disabling e-cores for now.

Yes, it's in the BIOS, under advanced CPU settings (or your board's equivalent). Just fire up the game after, and see if it's any better.

its not really needed anymore today and yes i find this sad but the new hardware boosts to nearly max levels if ya get it cool enough.

and your ram is running default but that should not be the problem here.

maybe open device manager and look if everything is good there

Okay I've disabled automatic tuning for the GPU and reverted the OC with IntelR software, I've also went into the bios and changed my UV protections from Enabled-> Auto.
 
do what auswolf said with disabling the e cores because some games had troubles with them but i think there should be some patches or fixes out now.
and run latency mon again during your usage plz

Okay before I make the change, I just want to make sure I'm disabling the correct thing.

yes should be the correct one and do not be afraid everthing in bios can be reset with load defaults.

have to go hope ya find it quick
