Random PC Restarts (WHEA Logger Event ID 18)

Hello everyone. This is my first post on any tech forum and I'm hoping that I can get some help. I've recently started experiencing random restarts on my new PC since I built it a few weeks ago. These reboots can happen randomly whether I'm watching a YouTube video or playing a video game. They are also very infrequent, as in I've gone days without a single reboot, and then I have a day where no matter what I'm doing the PC reboots as soon as I start an application (and sometimes even when it's just idling). I have noticed that occasionally the restart will occur when for example I'm in a game and going to and from a loading menu, but I am unable to replicate the issue as it appears to be completely random. The reboot always comes after my 2 monitor screens turn black. Sometimes the screens flicker and then go black before a restart occurs a second later. I've been checking the Windows event viewer to see what the problem is and I always see the same error (Event ID 18):

The first time this error happened I thought it was just some random thing and I didn't think much of it, but then it started happening more often and I started to do research and the usual steps.
I updated my motherboard BIOS, GPU Drivers, chipset drivers, did the whole DDU process 3 times, but I still get the same random reboots. The only thing I haven't done so far is reinstall Windows but I'm not sure if that will actually fix anything. I've done a lot of googling about this issue and a lot of the responses/suggestions seem a bit vague or don't specifically relate to my issue so I'm posting here in the hope that somebody may help. The confusing part for me is why it's happening, I'm hoping it's not a hardware issue and it's maybe something software related as sometimes I can do many hours of intense gaming without restarts and other times I can't go 30 mins before a restart.

Almost all of the parts of my PC are brand new so I'm not sure if it's due to failures. I'm kind of running out of ideas as to what to do at this point so any suggestions are welcome.

My PC specs:

CPU: AMD Ryzen 7 3700X (Brand new from Ebay)
Mobo: Asus ROG Strix X570-F (Brand new from Ebay)
RAM: Corsair Vengeance RGB (4x8GB) 3600MHz DDR4 (Used from Ebay)
SSD: Samsung 850 EVO 250GB + Samsung 970 EVO+ 500GB (850 Evo carried over from old PC, 970 Evo brand new)
HDD: WD Blue 1TB (Carried over from old PC)
Cooling: Corsair iCue H115i RGB PRO XT (Brand new)
GPU: Powercolor Red Devil RX 5700XT (Used from Ebay)
PSU: EVGA Supernova NEX 650w Gold (Carried over from old PC)
Monitor: LG UltraGear 27GL850-B + Dell 1080p 60hz (LG brand new, Dell used)
OS: Windows 10 Home 64-bit

there are several similar threads on the forums, do a search see if any of those apply to you and your system
