Dafaq is an RB laptop?
Fast Boot is usually enabled by Default in Windows. And personally (not the only one tho) - i'd recommend even disabling this feature (especially on an SSD). The improved reliability of a proper shutdown (a proper reset/restart too - where an eventual issue doesn't get save only to be present again after restart - as it can happen with Fast boot Enabled) - is definitely worth the extra seconds in my book.
Are you running a clean Windows (well, cleaner... cause by default - even that takes some extra work) or is it filled with proprietary bloatware (Alienware apps and all the extra crap - beyond the necessary drivers and some basic tools that are actually useful)?
Even the BIOS Fast Boot - is not recommended. It's why it usually comes Disabled by default - since that extra boot time involves some basic stability checks. Enabling Fast book skips those checks - thus, even if the system is unstable (hardware failing) - it can still Boot into Windows - where a BSOD might still try to save it, tho... might also be to late. That hardware issue turning from bad to worst - where a faulty component could even blow up at that point - since it's something that can happen in an instant - or at least faster than the reaction time of Windows fail safe features. Yet, those fail safe BIOS checks ups - could have prevented the system from booting. Thus, if you take to an IT Repair Service - it's easier and cheaper to repair (faster too) - incomparable to burned components which can cause more damage (the whole motherboard in some cases - and that's most expensive component in a laptop). Then again, we're all different. And maybe those extra seconds are worth more to you than the stability/reliability of your system. Maybe you even afford to throw it in the trash and buy a new & better one the next day (which is not something i could say - thus, the difference in values).
Anyway, you could also press Windows + R, write msconfig, click on Boot - check no GUI boot, click on Services + check hide all Microsoft services + Disable all (you might still need some of those services - this is just to check how fast it boots with the extra stuff disabled), click on Start-up + open Task Manager (in case you don't see those settings there - as it's the case on Windows 11) + Disable all one by one (again, just to see how fast it boots without - since some of this apps could still be useful, even tho - most are usually just proprietary crap or not really necessary).
